LOCAL LEAGUE POLICIES

This document is in effect beginning Monday, April 22, 1996. All preceding documents should be destroyed.

 

GENERAL

1) The head coach of the first game home team is responsible for the following:

a) Preparing the field for play- Drag and Lime.

b) Placing equipment on the field. This should be done once and the equipment building should be locked.

2) The head coach of the second game home team is responsible for the following:

a) Repairing any major damage to the playing field with rakes and/or drags. Especially the pitchers mound.

b) Placing all equipment back into the equipment building. All equipment should be placed in the proper place.

c) Turn off the lights.

3) The visiting team of each game, Minors and Majors, will be responsible for policing the grounds after their respective game and picking up all trash.

4) The home team will supply the balls for each game.

5) There shall be no food and/or drinks allowed in the dugouts. The only allowed drinks shall be in coolers provided by the coaches or in water bottles brought by the players.

6) Defensive coaches must stay behind the fence in front of the dugout at all times unless the head umpire has called time allowing the coach onto the field.

7) All players not on the field in a defensive position, the batter, or on-deck batter must stay inside the dugout at all times. Players shall not be allowed to stand at the fence with the coaches.

 

RAINOUTS AND POSTPONEMENT

1) Prior to the start of each game the head umpire and a league official will decide whether the game should be played. Their decision is final. After a game begins, the head umpire will make all decisions pertaining to continuation of play. He/She may delay or postpone based on their judgment. A game is official when three complete innings have been played in the Minor League and four complete innings have been played in the Major League.

2) Rescheduling of postponed games is to be done by the Dixie Youth Committee. Policy is to make up the games during the second game slot on Thursday or Saturday on the same week of the rainout. No team will be required to play a double header to make up a game. However, the right is reserved to arrange the schedule as needed to make up rain games. All remaining rain games not played will be made up the week after regular season play ends. Closing Ceremonies will be held the night following the last game played.

 

GAME TIME/LIMITATIONS

The following rules apply no matter how late a game starts or is delayed for any reason.

 

Minor League

1) All games are to start at 6:00 PM with a ten-minute grace period. There is no grace period if you have all sever ball players at the park. Each team must have seven players to start a game. Once started a team must forfeit if they cannot field at least seven players.

2) No new inning may start after 7:45 PM. In case of a tie, one more inning may be played.

 

Major League

1) Games will start at either 8:00 PM or within ten minutes after the completion of the Minor League game, which ever is later. There will be no grace period for the Major League games. Each team must have at least seven players to start a game. Once started, a team must forfeit if they cannot field at least seven players.

2) On a school night, no new inning may start after 9:45 PM. In case of a tie, one more inning may be played. On a non-school night, no new inning may start after 10:00 PM. The tie rule still applies. A school night is defined as a night that classes are scheduled the next day.

 

LOCAL RULES

All DYB Official Rules and Regulations apply with the following exceptions:

1) Minor League Strike Zone: Expanded strike zone according to Umpire judgment to anything hitable.

2) Minor League Base Stealing: One stolen base per batter. The batter may not steal second base on ball four. Base runners stealing additional bases which are not permitted are entitled to return to the original base if successfully reaching the next base.

3) There is no slaughter rule in effect. The losing coach may concede if in agreement with opposing coach and the head umpire.

4) All umpire judgment calls are final! Rules interpretations should be resolved between the two head coaches and umpires in a professional manner. If an agreement cannot be reached within five minutes, then anyone desiring should declare that the game will continue under protest. The nature of the protest, and the status of the game at the time of the protest, should be put in writing by both the protesting coach and the head umpire. These protests should be forwarded to the Dixie Youth Committee within 24 hours.

5) Any player arriving at the park after the end of the second inning is not required to play. This must be made known to the head umpire and the opposing team head coach immediately.

6) Head coaches must verify innings pitched by all game pitchers in the press box after each game. Failure to do so will result in the loss of protest at a later date, as the scorekeeper book will become official.

7) Minor League: Each team bats the same number of players each inning based on the team with the highest number of players eligible to bat in an inning. Maximum of nine (9).

8) There shall be no pull up of Minor League players to play a Major League game.

9) Any pitcher hitting three batters in the same inning must be removed from the mound and may not return to the mound for the remainder of the game.

10) If time permits, infield may be taken prior to any game at the discretion of the head umpire.

11) The head coach of the All-Star team shall be determined by a vote among all head coaches and the Dixie Youth Committee. Assistant coaches shall be the top two vote getters of the remaining head coaches. In case of a tie, the remaining coaches and the committee shall vote again.

12) The Clarksville Dixie Youth Committee reserves the right to amend or add any local league rule.
